UK Budget October 2026: Implications for the Residential and Agricultural Sectors

29th October 2026

The UK Autumn Budget is always an important point of focus for homeowners, prospective buyers, landlords, property investors and the agricultural community. Following initial assessments, there thankfully appears to be no standout major reforms in the residential sector, with most headlines set to aid the first-time buyer, and we would anticipate the market to remain relatively stable with potential for modest growth as we progress through to early 2027. Alternatively, for the agricultural sector, the budget offered little genuine required support.

  • First-time buyers: The new Your First Home scheme aims to help 70,000 buyers onto the property ladder, potentially supporting onward chains.
  • Housing investment: A further £1.5 billion committed to affordable housing, alongside measures to encourage smaller developments.
  • Mortgage lending: Greater flexibility for lenders offering mortgages above 4.5 times income could help some buyers access the market.
  • Mortgage rates: Government borrowing costs remain elevated, meaning mortgage affordability is still a key concern.
  • Landlords: Property income tax rates will increase by 2 percentage points from April 2027, potentially affecting buy-to-let investment.
  • Deposit savings: A new First Time Buyer ISA is planned, alongside a reduction in the Lifetime ISA withdrawal charge.
  • Business Rates: A potential positive for farmers is the increase in the Small Business Rates Relief threshold from £12,000 to £18,000, which may take some farm diversifications out of the rates threshold.
  • Fuel Costs – The budget has once again extended the 5p/litre cut to road fuel duty and the 3.7p/litre cut to red diesel duty to help farmers and households. The cuts were due to end in December but have now been rolled forward to July 2027 – keeping road fuel duty at 52.95/litre and red diesel duty at 6.48p/litre.
